Mr. Nappi specializes in legislation and public policy, with an emphasis in the
following areas: financial services, housing, mass transit, homeland security and
appropriations.
Mr. Nappi was the Chief Counsel of the Senate Committee on Banking, Housing,
and Urban Affairs from 2003 until September, 2005, serving under Chairman Richard C.
Shelby. In this capacity he oversaw all aspects of the Committee’s legislative and
oversight efforts, and advised the Chairman and Committee members on policy and
parliamentary matters. He was previously a member of the Committee staff from 1993 to
1999 when he was a counsel for Senator Alfonse D’Amato. Between his two tenures
with the Banking Committee, Mr. Nappi was a Vice President for Government Relations
for the New York Stock Exchange.
Prior to coming to Capitol Hill, Mr. Nappi practiced banking and securities law as
an associate in New York office of Winston & Strawn, and an enforcement attorney in
the Securities and Exchange Commission’s New York Regional Office. He was also
active in New York State politics, and was on the full- time staff of Senator D’Amato’s
successful 1992 reelection campaign.
He is a graduate of Franklin & Marshall College, and received his Juris
Doctor(with honors) from George Washington University. He is a member of the Bar in
New York State and the District of Columbia.
